Section 2 : Voted on by scale racers

S1. Change the current one day program into two days of racing. Ie Saturday and Sunday.
Vote originally passed but due to lack of support from some raceways the committee decided to leave the program at a one day program.

S2. If S1 is successful and we race over two days add GTP as a new class to the program. Ie. There will be 5 classes raced at every round.
Vote originally passed, but with the decision to stay with one day program there is no room for an additional class. Decided to add GTP racing on Friday nights at selcted races.

S3. Go back to the Winer/Spring series and the Summer/Fall series, so you have two series per year.
Vote originally passed but when looked into by the committee it was decided this was not practical due to a number of reasons. Series would not be even, and only one would have the Western States, not enough funds to have two banquets, trophy budget would be cut in half making the year end awards almost meaningless.

S4-A. If S3 is successful and there are two series per year, all divisions to run 4 1/2 Stockcar in one series and GTP in the other series. Note This is ignored if S1 and S2 are both successful.
Originally passed, however with only one series being run in 2005 it was decided to stay with the current 4.5" class.

S4-B. Do not hold a race in the same month as the USRA Nats (Currently April)
Originally passed, but it was decided to race in April as there was a three way tie for track popularity and not racing in April would result in one of the series longest standing tracks dropping to one race a year.

S5. Experts to run GTP instead of 4 1/2” Stockcar —CURRENT OR 2005 EXPERT VOTE ONLY -
Originally passed, but on a later recount due to invalid votes the vote was tied so the status quo remains, experts will run 4.5" Stockcar in 2005.

S6. Only allow National USRA Approved parts in all classes, no SoCal exceptions.
Originally passed by a close vote, but it was decided that in the best interests of the series that SoCal exceptions continue. The committee felt it was important to preserve SoCal as a proving ground for new equipment, as it has been for years, and that due to the considerable investment made by a number of competitors in bearings for C Can motors the current exceptions should stay in place. It was noted that all felt that the exceptions were not causing any problems in the racing.

S7. Have more than one tech director and tear down the top three in every class.
It was decided that the Tech Director should continue to have jurisdiction over this area, especially in 2005 as there is freedom on airgaps and magnet adhesive in C Can racing and magnet adhesive freedom in D Can racing.

S8. Eliminate Amateur, Advanced and Expert divisions and run one big class.

S9. If S8 FAILS raise Expert race entry fees to $25.00 per race, with the extra money going to the payout.

S10. If S8 PASSES and driver divisions are eliminated run two round robin semis and a main in all classes if there are sufficient entries.

Note : You may only vote on one of the following :

S11. A. Reduce lane change time from two minutes to one minute with no restrictions on what can be done as it is now. Note : This is to discourage people from changing motors every heat.

S11. B. Reduce lane change time from two minutes  to one minute. No working on cars during power off conditions. May only oil car, change sticker, move to next lane, pop dents out of body and straighten or replace pins. Cars must not leave the track area during lane changes.

S11 C. Leave lane changes as they are at the moment. Non restricted two minutes.

S12. Allow racers off the track during track calls to continue working on their cars, unless it is a genuine “Track” call, ie braid up, computer malfunction etc. A car may not be moved to the pits during a track call. Note : Currently many people get away with this as the race controller is not always able to keep track of those on and off the track, especially at tracks where the pit space is not all visible from the race directors stand.

S13. Make all races one motor.

S14. Have all the race payout money held over to the end of the year and paid out to the top five in each class in cash. Note : This is not the regular race payout money, but the money that would be spent each year on prizes and/or trophies.

S15. Run qualifying in all classes and award points to the top qualifier in each race.

S16. Run GT12 in the morning instead of the evening

S17. Make any car in tech that fails to tech wait until the race starts to fix it.

S18. If a car is not in tech when it is supposed to be, then it will result in a five lap penalty and the racer will continue to lose five laps every five minutes until it is in tech.
It was decided that with current systems and manpower levels this would be impossible to implement, however steps must be taken to speed up the tech process and tech closing times must be adhered to. More details to come soon.

S19. If a driver causes five track calls in one heat the driver will be black flagged and will sit out the remainder of the heat.

S20. Hold a mid season scale members meeting to discuss conflicting issues, like we had this year with the cheetah 7 chassis.  Note this would have to be outside of the race program but could be held in conjunction with some other event like an enduro or similar.

S21. If S6 FAILS eliminate all non nationally USRA approved bodies from 4” Stockcar. Note : The old bodies were allowed to run this last year providing they are mounted at 1 3/8. This eliminates those bodies that were not designed to be run at that height as was the intention last year.

S22. The entire payout proceeds from each class of car to be combined and paid out 40% to Experts, 30% to Advanced and 30% to Amateur.

S23. All tracks that are to be raced on each year must have one race scheduled before any other track is allowed to pick a second race date. The Western States will be considered the first pick for the track that is hosting the Western States.

S24. Elect three assistant tech directors 1 advanced, 1 amateur and 1 expert to tech the cars in their respective classes. These people to be supervised by the tech director.

S25. Moulded in drivers must be cut out and replaced with separate drivers detailed with at least 3 colors.

S28. Western States Payouts. Make the Western States payouts cash in all classes. Note : If passed this will still have to be approved by the committee and the tracks, as what we are talking about here is a considerable drop in the raceways earnings from the Western States, which may make the Western States a non viable race for the tracks.

Scale Track Voting

To have a SoCal USRA race a track must get a positive vote from at least 50% of those voting. This vote also determines the tracks picking order for SoCal USRA race dates, with most popular getting to pick first.
